The challenge

The client was running three concurrent hyperscale cloud campus builds across multiple US regions and needed 7 owner-side seats filled inside 30 days. Each region had its own bench dynamics; the role mix required operator-specific calibration; and the timeline was non-negotiable due to schedule milestones tied to hyperscaler interconnection slots.

Why generalist recruiting wouldn’t work

Generic construction recruiters would have taken 6-12 weeks just to assemble a credible shortlist across the three regions, and the operator-specific calibration (OCI campus standards differ from AWS, Google, Meta) would have been missed. The client had previously worked with three contingent agencies on similar programs; the results were slow and the candidate quality was inconsistent.

The approach

Our specialty practice at Data Center TALNT took the engagement under a hybrid retained-plus-contingent structure: small retainer to lock priority on the active candidates, contingent fees on placement. The recruiters assigned had ongoing relationships with the owner-side senior CMs and QC engineers in IAD and Phoenix, which compressed the sourcing phase from weeks to days.

The 30-day timeline

Week 1

Scoping. Identified the 7 role profiles needed across three concurrent OCI campus builds: 2 senior owner-side CMs, 3 QC engineers, 2 project engineers. Calibrated each profile against operator-specific (OCI) standards rather than generic hyperscale.

Week 2

Sourcing pass. Pulled from active owner-side network in IAD and Phoenix regions. First 14 candidate intro calls completed; 11 advanced to client-side technical screen.

Week 3

Technical interviews. Client ran panel interviews with hiring managers and operational leads. 9 candidates advanced to references; 8 cleared.

Week 4

Offers and acceptances. 7 offers extended (one role consolidated into expanded scope for a senior candidate). 7 acceptances. Start dates scheduled within 2-3 weeks of acceptance per candidate availability.

Outcome

7 placements, all on schedule. 100% retention at the 6-month mark. The client extended the engagement to cover a fourth concurrent campus build that came online two quarters later. The structural lesson: vertical bench depth and operator-specific calibration are what made the 30-day timeline achievable. The same outcome would have taken 90-120 days through generalist recruiting channels.
